Energy Services Market development support within „Technical Assistance Project in Support of the Georgian Energy Sector Reform Programme (GESRP)”
SINERGETIKA was contracted to promote the energy services principles which is a relatively new concept for Georgia. Because awareness and knowledge of key stakeholders about main principles and preconditions are still relatively low, the company developed primary legislation acts/bylaws that enabled the implementation of energy services contracts in practice. It is used to introduce the energy services concept to different target groups as well as a basis for stakeholder consultations and further adaptation of draft normative acts to the legal framework of Georgia.
SINERGETIKA delivered the following:
- Drafts energy performance contract (EPC) template for the buildings owned and occupied by the administrative bodies (public bodies).
- Draft Rule on settlements of energy performance contracting.
- Draft Rule on the general rights and provisions of parties to an energy performance contract.
