Study on Energy Efficiency Potential in Moldova

The overall objective of this assignment was to unlock the large energy efficiency potential in the entire Energy Community. The specific objective of this assignment was to perform an in-depth analysis that assesses the potential as well as the cost and benefits of scaling-up energy efficiency measures in Moldova, particularly with regard to the next decade.

SINERGETIKA has conducted an in-depth techno-economic analysis of options for energy efficiency in Moldova by 2030.

In this respect, an analysis of all sectorial action plans and strategic documents (energy efficiency and renewable energy action plans, sectoral strategies, programs, etc.) has been carried out, to identify details about national authorities’ plans for energy sector reform and potential structural changes. The technical potential has been assessed using a benchmarking analysis of Moldovan sectors (residential sector, public, industry, transport, public & tertiary, transformation sector, etc.) against respective European best cases. The study is presenting the real picture of what Moldova can achieve by 2030. 

The following sources of information have been used to collect the data:

  • National Bureau of Statistics (energy balance sheets);
  • Ministry of Economy and Infrastructure (annual, sectorial reports, security of supply reports, interviews, official requests, etc., for all the issues related to the energy and transport sector, constructions/ dwellings, etc.);
  • National Energy Regulatory Agency (annual activity reports);
  • Energy Efficiency Agency (annual reports);
  • JSC “Termoelectrica” and JSC “CET Nord” (annual reports);
  • Local Public Authorities (city halls of the biggest urban localities, meetings and direct interviews);
  • National Power Engineering Institute (reports, scientific articles, etc.)
  • The Technical University of Moldova and other education institutions, etc.


In the framework of the respective assignment, a comprehensive analysis of all sectorial action plans and strategic documents (energy efficiency and renewable energy action plans, sectoral strategies, programs, etc.) was carried out, to identify details about national authorities’ plans regarding the energy sector reform/ structural changes. Also, direct interviews with the representatives of the Ministry of Economy and Infrastructure (Energy policies department) were conducted to ensure that all last-minute changes are included and considered, as well as served as a validation platform for the assumptions used for long-term forecasting.
